★ Goals and Purposes
The 1st Chinese International (King Bonn) New Media Shorts Award, as the first of its kind in New Media in China, is one of the events in China (shenzhen) International Cultural Industries Fair(ICIF). It aims to reward excellent creations of new media shorts in China and overseas, nurture new media film & TV talents with ambitions, passions and creativity.
Officially launched on 2 February 2010, the 1st Chinese International (King Bonn) New Media Shorts Award is co-hosted by the State Administration of Radio Film and Television and Shenzhen Municipal People's Government and organized by the Culture, Sports and Tourism Administration of Shenzhen Municipality and Shenzhen Media Group. Now we are calling for entries worldwide.

(II) Duration Requirements.
Duration for a documentary or drama shorts may not exceed 30 minutes.
Duration for an animation shorts may not exceed 10 minutes.
Duration for a handset shorts may not exceed 5 minutes.
★ Participation Requirements
1. a) Chinese film work: must provide both Chinese and English Subtitles.
b) Non-Chinese Film work: must provide English subtitles.
2. Except designated documentary and drama awards, other awards have no limitations on the film categories.
3. Handset Video Criteria
(1) Video Format
File Format: 3gp (.3gp)
Video Format: mpeg-4
Data Output Quality: 320kbps
Frame Rate: Consistent with the original file
Resolution: 320*240
Aspect Ratio: Consistent with the original file
(2) Audio Format
File Format: mpeg-4 AAC
Sound Channel: Stereo
Data Output: 64kbps
Output Sampling Rate: 16,000 kHz
(3) A DV or handset may be used for shooting; images are required to be bright clear with medium close shots prevailing.
★ Submission
1. The participant should complete entry form with signature and send it to the organizing committee together.
2. The participant must summit the entry to the Organizing Committee, in a format DVCAM or DVD together with the entry form (both hard copy & word copy)
3. The deadline for submitting the entry is 10 April, 2010(postmarked)
4. Materials to be submitted by the participant include: (Mandatory)
(1) Entry form;
(2) A recent photo of the director and key crew member(JPG format; 1024*768 or above);
(3) The completed video/film Works
Extra material: ( Recommend )
(1) Script and shooting script of the drama, experimental or animation video.
(2) An electronic poster (JPG format; 1024*768).
(3) Promotion clip about producer team.
5. Any works submitted will not be returned, the producer should keep a backup if need be.
6. All display information of the work is subject to the application form submitted. No further amendment is allowed.
★ Copyright and Legal Issues
1. The participation shouldn’t contain any content of pornography, violence and racial discrimination, and shouldn’t conflict with any laws, rules and regulations of the People’s Republic of China.
2. The works submitted must be produced by participation or co-produced with the participant. The participant should confirm his/her copyright on the works and assume any legal liabilities which may arise therefrom. The Organizing Committee will not assume any legal liabilities arising from any disputes over right to portrait, right of fame, right of privacy, copyright, trademark right, etc., and reserve the right to cancel the participant’s qualification and to recover the granted award and prize.
3. For selected works,except as particularly stated by the participant when completing the entry form, the Organizing Committee and/or the cooperating organizations have the right to show and broadcast on media and publish the works which has entered the final appraisal without any expense, or to use it in non-commercial activities such as public information, arts education and cultural exchange. The Organizing Committee will use information contained in the application form as the legal basis on which to whom copyright ought to go. Any legal disputes over copyright arising from the information contained in the application form will be settled by the participant himself/herself.
4. The Competition is not responsible for any loss or damage of the participation that happens in the course of mailing, and for any loss, error or damage of participation materials stemming from any other irresistible factors.
5. The final right of interpretation of this event reserved by the Organizing Committee of China International New Media Movie & TV Animation Festival
6. Submission by the participant is deemed as having agreed the above explanation on legal issues.
★ Special Services
If participants have the need of copyright trade and project financing, the Organizing Committee can provide the following services:
1. Excellent works may be included in the new-media videos representation and copyright trade activities during the 6th China (Shenzhen) International Cultural Industries Fair held in Shenzhen in May 2010.
Participants with works admitted to the exhibition are required to provide versions of high audiovisual quality, which will be exhibited at ICIF Exhibition Hall 3 on May 14-17, 2010. It is recommended by the Organizing Committee to use the DV format for copyright trading. When 35mm or 16mm film, or analog or digital BETA or HDTV is used if need be, it will be sole responsibility of the participants for exit-entry transportation of the material; if participants disagree with their works to be exhibited and trade during ICIF, an indication is required in their application forms.
2. Shenzhen Media Group, as one of the executing bodies of the Competition, may act as an agent for copyright trading, brokerage and certification. The hosting party will recommend excellent works in demand to be traded at relevant property exchanges.
3. The hosting party will establish the “King Bonn International New Media Shorts Foundation”. Award-winning works will be given priority to obtain support of the Foundation, to support excellent video creators to continue to improve their award-wining works or create new works.
4. The member units of the Organizing Committee may enter into contracts with individuals and teams dedicated to the development of new-media videos. The Competition will give active support to excellent directors and teams, creating opportunities for ambitious youth to produce exquisite new-media videos.
